Safran Identity and Morpho were procured – corruptly and irregularly – to provide IT support services to IEBC ahead of the August 8 General Election. In interviews with firms which unsuccessfully bid for the KIEMS tender, Safran bribed Ezra Chiloba to a tune of Ksh200 million for it to win the tender.
IEBC in collusion with Safran then belatedly set up the Kenya Integrated Elections Management System and hacked it. The result is that Kenyans spent Ksh3.8 billion on a system that was useless. Heads will have to roll.
Two names feature prominently in this scam, Laurent Lambart, Head of Project Kenya; and Axel Gaucher, head of Analytics. NASA has officially written to the French government and European Union Commission to demand criminal prosecution.
In a letter copied to Ambassador of France to Kenya, Antoine Sivan, the coalition wants action taken against Mr. Lambart and Mr. Gaucher over their “unethical acts that may amount to criminal activities” following their conduct in Kenya.

Lambart and Axel, together with nearly 50 staff of Saffran, were booked in high end Kenyan hotels, at taxpayers costs.
“These includes amongst others fraudulent displaying fake statistics on a public portal purporting the same to be results of the general elections, fraudulently allowing unauthorized access to its servers to allow for interference with elections results, manipulating the results transmission system in a manner that undermined the will of the people of Kenya as expressed in the elections, refusing and or failing to provide access to the Kenyan election 2017 servers and transaction logs as directed by the Supreme Court,” reads the NASA Letter signed by Musalia Mudavadi, NASA Chief Agent.
KIEMS allowed IEBC to to integrate Biometric Voter Registration (BVR), Electronic Voter Identification Device (Evid), Electronic Voter Tallying (EVT) and Electronic Result Transmission kits. This failed, and is currently the subject of a 12-point memo IEBC Chairman Wafula Chebukati has sent to CEO Ezra Chiloba for explanation.
Curiously, in the memo to Chiloba, the IEBC chairman demands among other things an explanation as to why the KIEMS GPRS and geo-fencing features were switched off from the 5th of August, three days to Election Day. When NASA demanded during its Supreme Court petition for IEBC to provide the GPRS location of every KIEMS kit, IEBC instead provided the GPRS location of the polling stations and completely refused to obey this order.
On the day Uhuru Kenyatta was declared winner following this incomprehensible fraud, Lambart and Axel, who had been lodged at the exclusive Norfork Hotel, Nairobi, was spotted partying with Nairobi’s high end executive whores.
Lambart and Axel conned Kenyans nearly Ksh5 billion. Worse, they participated in a fraud that not just against Kenyan laws but also against French and European Union laws.
